<국문초록>
연구목적: 본 연구는 한국국제협력단 지원으로 캄보디아에서 진행된 헬프에이지캄보디아(HAC, HelpAge Cambodia) 사업에 대한 사례 연구이며, 노인자조모임(OPA, Older People’s Association)의 효과를 노인의 임파워먼트와 사회적 포용의 관점에서 분석하였다.
연구의 중요성: 노인은 국제개발협력 분야의 중요한 취약계층 그룹임에도 불구하고 그간 국내에서 관련 연구가 거의 이뤄지지 않았다. OPA는 한 국제NGO에 의해 다양한 국가에서 노인을 대상으로 진행되어 온 개발협력 사업의 모델이다. 캄보디아 OPA 사업 사례 분석을 통해 노인을 대상으로 한 개발협력의 접근과 방향성에 대한 시사점을 얻고자 한다.
연구방법론: 본 연구는 사례 연구 방법을 택하였으며 3년간 현장 조사를 통해 수집한 참여관찰, 심층 인터뷰, 포커스 그룹 인터뷰, 기초선·종료선 설문조사 데이터를 활용 및 분석하였다.
연구결과: 캄보디아 노인들은 OPA 활동을 통해 자신감과 사회적 유대감을 회복하고 있었으며 OPA는 노인들에게 사회적 참여의 기회이자 임파워먼트의 과정이었다.
결론 및 시사점: 캄보디아 노인은 OPA 활동을 통해 대상이 아닌 주체로서 노인 권리 증진을 위한 환경 구축과 정책 입안 과정에 주도적으로 참여하였으며, 그것은 노인의 임파워먼트와 사회적 포용을 높이는데 긍정적 영향을 주었다.
<ABSTRACT>
Purpose: This study is to analyze the effectiveness of HelpAge Cambodia’s OPA(Older People’s Association) project in Cambodia from perspectives of social inclusion and empowerment.
Originality: Even though the older people are one of the most vulnerable and the fastest growing population in developing countries, discussions on welfare, empowerments, and social inclusion of the older people have not been actively pursued. This case study is expected to help broadening the research horizon for the older people as a marginalized group in the field of development studies.
Methodology: This case study is based on a three-year field visit research including in-depth interviews, focus group interviews, and surveys.
Result: This study shows that older people have been empowered and increased social inclusion and a sense of belonging to the community through participating OPA, regardless of the magnitude of the actual benefits that they obtain.
Conclusions and Implication: As the older people had the ownership of the OPA and participated in the decision making process, it became more effective to find what they really want and need in order to achieve betterment of the welfare of older people.
